When Sport England made our original response (to the Persimmon / Morris Homes application) we were not aware that a Leisure Needs Assessment report has been part of the submitted details. In the absence of anything to justify the loss of the of the sports facility we were duty bound to raise an objection based on our own policy to resist the loss of all sports facilities without evidence they are surplus to requirements and complying with the NPPF, paragraph 74.

The leisure needs report has been carried out by Neil Allen Associates, who are consultants on Sport England’s quality assurance framework for undertaking such research. The report is very thorough and includes a full literature review of available sport and leisure strategies, an assessment of the health and market for golf and interviews with local representatives from governing body, England Golf. The conclusions are fair in that there is no need to retain the Standish course for golf and indeed this is not a priority location for the governing body in planning to develop its sport. On this basis we are satisfied that the evidence has been presented to demonstrate that the facility is surplus to requirements for golf, paragraph 74, first bullet point of the NPPF.
